The US government does not permit travel to Cuba by US citizens, unless exempted under several categories. Details of exemptions, and the broader restrictions, can be found at http://travel.state.gov/cuba.html

One popular way to travel to Cuba, within the law, is to join a group leading a cultural or educational exchange. Some agencies are authorized to organize charter flights, from New York or Miami.
