It is legal for Americans to travel to Cuba with any of these organizations but some may have restrictions for participation and there may be a variety of travel, health and safety risks so be sure to research the organization and the itinerary and make sure you are physically and mentally prepared for such a trip.

Travelers to Cuba have been warned they need travel insurance in place before they arrive
Tourists arriving in Cuba as of May 1 will be required to have travel insurance in place before they can enter the country – but confusion reigns over exactly which policies are valid.
The rule, announced by the Cuban government in February, applies to all visitors from overseas and Cubans living abroad, and is designed to make sure holidaymakers have adequate medical cover before arriving on the island.

The 60th Ernest Hemingway International Billfishing Tournament happens this month at the Hemingway Marina in Havana, Cuba, but this milestone event will be sparsely attended, if at all, by the late author’s own countrymen. The Cuban government announced in March that all travelers arriving in Cuba from May 1 and beyond would be required to purchase Cuba health insurance.
In early April the list of approved Cuba health and medical insurance providers was released.

U.S. cruise companies are eager to add Cuba to their itineraries; but even if U.S. policy allowed that, Cuba’s ports would need years of rebuilding to accommodate the ships, industry officials said on Wednesday.
“Our business has grown so much that these ports in Cuba that were (established) in the time of the Spanish conquistadors, that size of ports, they’re going to need a lot of infrastructure improvement,” John Tercek, vice president of commercial development for Miami-based Royal Caribbean Cruises Ltd, said at an industry conference in Miami.

Starting on May 1, 2010, the Cuban government will require all visitors entering Cuba to purchase Cuba health insurance from government approved vendors.
Only foreign insurance companies approved by the Cuban government will be able to sell this mandated Cuba medical insurance.
If a traveler arrives in Cuba without medical insurance, he/she will be required to purchase coverage from a Cuban government vendor, many of which will be set up in Cuban airports.
