At the end of December, Chinese technicians installed telephone monitoring equipment, at least some of it U. S. made, on the top floor of the Cuban Telephone company building in Santa Clara, central Cuba, said sources who refused to be named.

Just about the whole third floor of the building housing the Central Digital Provincial de Villa Clara is now occupied by the surveillance equipment, destined to monitor telephone conversations in the island. The equipment includes a “voice DNA” apparatus, which processes 28 voice parameters, and is able to distinguish any human voice from another, said the source.

The source said the equipment, brought in by the Chinese technicians, is U. S. made, mostly by IBM.
