Castro calls Bush sanctions the result of `bad counsel’

New U.S. sanctions toward Cuba and the prisoner abuse scandal in Iraq show President Bush is being ‘‘badly counseled,’’ President Fidel Castro said.

Castro made his comments about Bush late Wednesday during a surprise appearance at a reception for Argentine businessmen given by Argentine Ambassador Raul Taleb.

‘‘someday we are going to have to erect a monument to all of those who have obstructed our way, because they have taught us how to solve problems,’’ Castro said of more than four decades of U.S. sanctions, strengthened under Bush.

‘‘I think that Bush is being badly counseled,’’ Castro said of new Cuba travel restrictions that have angered some Americans amid recent revelations about the abuse of Iraqi prisoners by U.S. soldiers. “It isn’t the opportune moment.’‘

Castro’s comments came on the day the new U.S. regulations took effect, limiting the number of family visits emigres may make to the island to once every three years and strictly limiting how much they can spend on the island, and to which relatives they can send money.
