The European Union says the human rights situation on Cuba has “severely deteriorated” this year, but declined to slap any new sanctions against the communist-ruled island.

EU foreign ministers said in a statement Monday from Brussels that Fidel Castro’s government has taken no new positive steps towards democratic and economic reform, or allowing what they called fundamental freedoms.
But the ministers did not expand the diplomatic sanctions it imposed on Cuba last month.

The EU restricted official travel to Cuba after the Castro government jailed 75 dissidents and executed three men who tried to hijack a ferry to the United States.

The European Union is Cuba’s largest trading partner and foreign investor.
