Leading Cuban dissident Oswaldo Paya has called for a national dialogue on a post-Castro transition in Cuba.

Mr. Paya issued the call Thursday, and invited both exiled Cubans and government supporters to take part in the dialogue.  He said a 110-person committee had been created to promote the discussions.

This is Mr. Paya’s latest attempt to seek reforms on the communist-led island.

Three years ago, Mr. Paya gathered thousands of signatures to petition for a referendum on civil liberties.

The government rejected the signature campaign, known as the Varela Project.  Cuban leader Fidel Castro later organized his own petition drive for a constitutional amendment that declared Cuba’s socialist system as untouchable.
