I have my *sticky* post about chaos after Fidel and am recently getting a sense that there might be some back channel communications going on VERY indirectly from Cuba to the US.

Is Raul Castro reaching out to the US? Is he secretly reaching out via Spain, Venezuela, Canada, France etc trying to get a message to President Bush? If this is “secret” is this being kept from Fidel? I doubt Fidel has any intentions to open up to the US at this late time in his life.

Anyway, since I am fairly certain that there will be chaos in Cuba after the announcement of Fidel’s death, does “President” Raul Castro need the US to help him govern Cuba?

Does he need the US to hold back the Cuban American’s from coming to Cuba? After all, it would be in everyone’s best interest if the Coast Guard patrolled the Florida Straits after the announcement of Fidel’s death. Maybe this is what Raul needs? If so, maybe he is willing to talk about economic and/or political reforms in exchange for some sort of cooperation with the US?

I am not a macro-political strategist but I wonder if some communication is happening between Raul Castro and Washington, on some level anyway.

Any thoughts?

If I were Raul, I would want nothing to do with the evil Bush Administration. The evil empire has no intention of softening their stance against Cuba. Raul should wait until after the 2008 election before reaching out to the U.S.

Good point but politics makes for strange bedfellows and if Raul can prove to the Bush administration that he (Raul) can keep the peace and open up the economy and MAYBE have elections, Bush might see that by keeping Raul in power that that would mean a stable Cuba?

Bush does not want 100,000 balseros in the straits of Florida.
