My suggestion for the first months after castro’ demise (which many in the island euphemistically refer to now as “cuando se acabe el bloqueo” is like this:

The issue of criminal charges is difficult since many former members of the security forces now live in Miami, like nothing had happened. I personally know of two. One of them was personally involved in hitting and torturing individuals with electricity during the Mariel boatlift.
But the main problem, by far more difficult to solve is the problem of the meaning and viability of a cuban nation. If castro is allowed to die of natural causes, -that is- if not a single cuban man has the balls to put a bullet in castro’ forehead, then the cuban nation will have no reason or right to exist.
What gives a nation its reason to exist is a sense of honor and historical necesity. If that is missing, then cuba will be just another meaningless banana republic.
