I have a question, but first some quick background information:

A friend of mine recently passed away in Cuba. He had been traveling there quite a bit as he had a treasury department license to do humanitarian work. He had a child with a woman there whom intended to marry before he passed away. He is (obviously) a U.S. citizen, as are his other children, who are also all adults. They would like very much to be a part of their sister’s life but have no idea where to begin.

So, my question is, where do they begin? Thanks in advance…

Who wants to go and what do they want to do?

Well, they are half-siblings - they have the same father as the girl.

Basically, they want to be involved in the girl’s life. And they are trying to figure out what they need to do to best make this happen. Is there any way to apply for dual citizenship for the child?

Very complicated stuff that is going to take lots of time and attorney’s fees. Just be friends, send her money and leave it at that until there is a little less friction between the US and Cuba.

That’s sort of what I thought, unfortunately.

I guess we’ll see what Obama has to say. I hear that there is a summit coming up at which he is supposed to give a speech regarding the relations between the two countries.
